What is council tax?
Council tax is a local tax charged by councils in England, Scotland and Wales to fund local services such as refuse collection, street lighting and social care. Properties are placed in bands from A (lowest) to H (highest) based on their value. Bills typically range from GBP800 to GBP3,000 per year depending on the area and band.
Full-time students are exempt
Full-time students in the UK are exempt from council tax. To qualify as a full-time student, your course must last at least one academic year and you must study for at least 21 hours per week, or 24 weeks per year. Most university undergraduate and postgraduate students automatically qualify.
How to claim the exemption
Contact your local council and inform them you are a full-time student. Your university will provide a council tax exemption certificate โ usually available through your student portal. You must submit this certificate to your council. Many councils now accept applications online. Do not assume you are automatically exempt โ you must claim it.
What if you live with non-students?
If you live with even one person who is not a full-time student, the property is no longer fully exempt. Instead, a 25 percent single person discount applies if all non-students are the only liable adults. Mixed houses can result in significant council tax bills. Make sure you understand this before moving into shared accommodation.
Part-time students and council tax
Part-time students are generally not exempt from council tax. If you are studying part-time, you may be liable for the full amount. However, you may be able to claim council tax reduction if you are on a low income โ contact your local council to find out what support is available.
What happens between courses or terms?
You remain exempt during holidays and term breaks as long as you are still enrolled. If you take a leave of absence or officially withdraw from your course, you may become liable for council tax from that date. Inform your university and council immediately if your enrolment status changes.
